According to a new report by Nawzil and Wpcentral, Microsoft is expected to
release Windows Phone 8.1 Preview for Developers Program on April 10th.
That program can be accessed through an app available on windows Phone store and with a free app studio account. This will allow you to install updates before the update is made available to the general public.

Unless plans Changes, everyone who opts in to the Preview Program can have Windows
phone 8.1 on their devices, When the updates go live for the general public,
those preview devices will get update to the latest version of the OS and
Firmware.
So, anyone will be able to update their phone to Windows Phone 8.1 by
registering at the App Studio and downloading the Preview for Developers app
from Windows Phone Store.
Note: People who decide to update their Windows Phone 8 to Windows Phone 8.1
through the Developer Preview program could void their warranty.
Final Version of Windows Phone 8.1 is said to start sometime in early May.
